About the Book
This book highlights the changing nature of conflicts; the ‘disproportionately’ factor related to terrorist actions whereby a small cell can force extraordinarily large deployments on nations responding to terror; how national response patterns, ignoring several alternative strategies, still hover between retaliatory insufficiency and retaliatory overkill. It is perhaps the only publication of its type that came out with the startling hypothesis that 9/11, 2001 was a premature act – that certain elements jumped the gun, so to say. As per the author the attacks on USA were to take place after 2004, by which time pan-Islamic consolidation in Central Asia, and elsewhere would have reached proportions whereby US retaliatory options would have been severely curtailed. The Chinese accommodation of the jehadi threat, which has generally been avoided by most other writers, has been dealt with in the book. It is a rare book that deals with the demographic dynamics of global terrorism. The lack of consensus on the definition of terrorism is an aspect that has been squarely addressed, the author being of the view that the impasse could be got over by constructing a shunt or by-pass. The author’s novel approach is particularly discernible in his views on: breaking the definitional impasse; looking beyond Iraq; countering suicide missions; future projections to tackle the menace of global terrorism.

About the Author
Maj Gen Vinod Saighal, a cavalry officer, retired from the Indian Army in 1995 from the post of Director General of Military Training. He had seen several active command assignments, including the command of an independent armoured formation and of mountain and desert divisions. He has had peacekeeping assignments as well as tenures in the Middle East. He had served as India’s Military Attache in France and BENELUX. He has a wide range of interests and speaks several languages including French and Persian. He had been invited to join the ‘Institutional Advisory Board’ of USFSS (US Federation of Scientists and Scholars) in 2000. Currently he is the Executive Director of Eco Monitors Society (EMS), a non-governmental organization concerned with demography and ecology. After retirement, he founded the Movement for Restoration of Good Government (MRGG).
